HK First Registration Tax: FRT & EV One-for-One Guide
What is the First Registration Tax (FRT) in Hong Kong?
First Registration Tax (FRT) is a statutory tax levied by the Hong Kong Transport Department under the Motor Vehicles (First Registration Tax) Ordinance on motor vehicles upon their initial registration and licensing for use on Hong Kong roads.
Due to Hong Kong's dense urban geography and limited road network, the Transport Department uses FRT as a traffic management tool to curb private vehicle ownership. Unlike most jurisdictions where vehicle sales tax is 5% to 20%, Hong Kong's rates can exceed 100% of the car's pre-tax import value.
What are the Tiered First Registration Tax Rates for Private Cars?
Private cars pay progressive FRT rates based on taxable value: 46% on the first HK$150,000, 86% on the next HK$150,000, 115% on the next HK$200,000, and 132% on the remaining taxable value exceeding HK$500,000.
Taxable value is determined by the Customs and Excise Department based on the vehicle's published retail price (inclusive of distributor margins, delivery charges, and all factory-fitted optional accessories).
How Does the Electric Vehicle "One-for-One Replacement" Scheme Work?
The One-for-One Replacement Scheme allows car owners who scrap and de-register an eligible old internal combustion engine (ICE) car to receive a higher First Registration Tax concession of up to HK$172,500 when purchasing a brand-new electric private car.
To qualify for the full HK$172,500 concession, the scrapped vehicle must satisfy strict Transport Department criteria:
- Age of Scrapped Vehicle: Must be at least 6 years old at the time of de-registration.
- Ownership Duration: The applicant must have been the registered owner of the old car continuously for at least 18 months immediately prior to de-registration.
- Licensed Period: The old car must have been continuously licensed for at least 10 months (304 days) within the 12 months immediately before scrapping.
